85 x Police CCTV Incidents attended for September 2021

Highlights for the Month

  • 1stSeveral shoplifting offences today, one was caught, and all items returned, details have been added to DISC. The other, a male managed to removed items and leave without being noticed, checks on CCTV were made and this individual was ID named. This incident was added to 101 and DISC.
  • Discussed additional safety measures with a scaffolding company to give them some space to work and keep the public safe in the city.
  • Broke up a potential fight, there was a male chasing another around the city. This was stopped and the one being chased was removed from the area safely.
  • 2nd A Shoplifter was caught in store stealing, this was not the first time he was detained      by the security and CPOs stayed until the police arrived and arrested him.
  • Caught up with a wanted individual and assisted the PCSO who detained him as he tried to run off. Police turned up and arrested him.
  • Stopped a young male on a scooter who was riding dangerously around the public. He had a warning about the scooter use.
  • 3rd A known individual was monitored by CPOs and CCTV as he was acting in a strange manner. He left town shortly after.
  • After carrying out a welfare check it was decided that a female needed someone to check her leg as she claimed to be in a lot of pain with it. As she had an appointment with CGL, they have an onsite doctor she promised to get them to check her over. The boyfriend was with her.
  • Removed a crowd of street drinkers from Southgate Street, as they were being very loud and causing issues with the public.
  • 4th Assisted in the preparations for the Gloucester day parade.
  • Broke up a fight between two males over comments one was making to people on the street. Police involvement required and they took over the incident. This incident also led to a complaint against one of the individuals from a young member of the public, this was passed to the police.
  • Group of street drinkers were spoken to regarding smoking a joint when there were young kids and shoppers around.
  • Assisted police with shutting of Long Smiths car park while they dealt with and incident.
  • 5th A new street drinker in town walking through with an open can of cider, CPOs explained the PSPO rules to him, he got very aggressive and walked off.
  • Shoplifter caught and detained, all the goods retrieved, and the female was added to DISC.
  • A wanted individual was spotted in town and reported to the police, however unable to pick up this individual as there were complications with his paperwork.
  • 6th A male was reported to be walking around in his underpants and a t shirt, this male was found by CPOs and spoken with, he was from GRH and was waiting for an appointment but due to waiting time he decided to take a walk. CCTV offered to monitor him and as he was covered up there was no issue.
  • CPOs located and monitored two individuals until police arrived to arrest them, one was a prolific shoplifter, who had committed bike theft that afternoon, the other is a male who had breached his civil injunction by being in town.
  • 7th CPOs assisted with a collision on Eastgate Street, a female had come of a bicycle and had several injuries, an ambulance was called. Incident handed over to the paramedic upon arrival.
  • CPO team assisted in the detention and arrest of a wanted individual, police arrived and took him into custody.
  • Statements written up regarding an arrest, for the police to be able to continue with an investigation.
  • CPO team met up with the council officers in the Friendship Café on Barton Street.
  • Assisted the PCSO with stopping two shoplifters, yellow cards were issued, and both added to DISC.
  • 8th CPOs were called to assist with a male who had collapsed on Southgate Street, he was drunk but had suffered a fit. An ambulance was called, the male was made comfortable until the medics arrived, the medics took over the incident on arrival.
  • Called to assist with the removal of a lady who had been banned from a hairdressing shop due to her behaviour. After talking to the lady, she left the area.
  • Assisted PCSOs with stopping a wanted male, but unfortunately this male ran off and evaded being stopped again. CCTV followed him but lost sight of him.
  • 9th Called to assist with store security who were having problems with a female who would not listen to her. One of the CPOs then took the female to one side and went through the issues with her. After explaining the lady left the area.
  • Helped and assisted a female who was just made homeless, correct agencies were called and they came and spoke with the female.
  • A known individual who was on the police wanted list was stopped by the CPOs, after radioing through all the details there was no officers available to come and arrest this male, CCTV were informed, and the male was unfortunately released.
  • Called to check one of the multi storey car parks on a shopping centre as there was a trolly thrown over the side of one of the upper decks, on arrival there was no one around. The trolly was removed from the area to a place of safety to prevent a repeat.
  • 10th CCTV requested if the CPOs would check on a vulnerable female and keep her attention until the police arrived to make an assessment on her welfare. After the police arrived it was thought (by the officer) she needed to see a doctor, they then took her to one.
  • A bag of Cannabis in a packet was handed in to the CPOs which was found in a store. This was immediately taken to Bearlands reception for booking in / disposal.
  • A male who had breached his civil injunction was detained by CPOs until the police arrived to arrest him.
  • Called to assist a security guard who was having issues with a shoplifter being very aggressive, upon arrival this male and female ran off and all goods were left with the guard. Both shoplifters were known and were followed to an address by CCTV.
  • First aid incident involving an 80-year-old lady who had tripped and banged her head. An ambulance was called but was given a 3.5 hour waiting time. CPOs arranged for the lady to be taken to A&E by taxi, CPOs took her into A&E and got her registered into the reception at the A&E Department. Her son was called by CPOs, and he made his way to A&E.
  • A very aggressive drunk male was removed from one of the night-time economy venues, he tried several other locations and was finally arrested for assault on a staff member.
  • 11th Gloucester Pride march was carried out through the centre of town heading towards the park area. No issues reported.
  • Called to a store where a female shoplifter had been detained, this person was issued a yellow card and added to DISC.
  • A male was monitored by CPOs and CCTV due to asking some strange questions regarding a cash delivery to a local travel agency in town. Police were informed of this male.
  • Called to contain an area where an assault had taken place, the two people were in the same area, they were kept separated until police arrived and they took over the incident.  
  • 12th Called to assist one of the pub venues as a male had been ejected from the venue but was hanging around outside. After talking to this male, he left the area, A PCSO also arrived to talk with the male.
  • A first aid incident was dealt with, a young girl aged 12 had a fit-on Westgate Street, one of the CPOs dealt with her and the other dealt with her friend who was also a bit scared. The young girl’s dad was called, he arrived shortly afterwards. Paramedics called, but the ambulance was stood down as the father decided to take her home due to the delays.
  • 13thMet with the Op Solace team member and handed over a statement pack which was required for a court case.
  • Handed a found mobile phone into the police reception. Have been in contact with the owner so they will collect from the police station.
  • Escorted a young lady back to her place of residence after she had been separated from her carer, handed over to the house manager.
  • Removed individual begging in carparks and the large group of street drinkers from the graveyard who were causing issues towards member of the community trying to clean the area up.
  • 14th Assisted the transport hub with the removal of a drunk from one of the toilet cubicles. Due to the aggression being shown police were also called and they took over the incident.
  • First aid incident dealt with on Northgate Street, after a person had tripped over, an ambulance was called, and CPOs stayed until they arrived and took over the incident.
  • Two female shoplifters dealt with, PCSO supported with the incident.
  • First aid incident, a lady tripped over in Northgate Street, CPOs stayed with her until the ambulance arrived, handed the incident over to them.  
  • 15th Several welfare checks carried out; this was due to mental health issues and store staff showing concerns for welfare. All incidents were dealt with and referred to partner agencies.
  • Drunk male in hospital gown staggering through town, spoken with male and checked him via CCTV. The male had been discharged and was making his way home.
  • A known male was reported for breach of his civil injunction.
  • 16thTwo patrols on today, the one team patrolled around the Barton and Tredworth areas where they checked in with store owners and members of the public to see if there were any concerns. No issues reported.
  • The second team concentrated on the city safe areas; they were joined for an hour by a new member of the council who wanted to get a feel of what goes on in the city.
  • An unattended bag was checked out by the transport hub, it was full of bedding that had been stashed by the owner.
  • Assisted a young male who had lost a camera, he left it by an ATM, and it had been taken. Enquiries were made over the radios and CCTV, no joy in getting it back.
  • 17th Reports of a high-risk missing female, all areas were checked and reported back to CCTV.
  • Two individuals causing distress to the public and issues through town, both were spoken with and reported, these two were monitored by CPOs and CCTV.
  • First aid incident involving an elderly male, he had fallen and banged his head. This male is known to CPOs and has a history of health issues. Ambulance was called and took over the incident upon arrival.
  • A fight was broken up on Westgate Street, two siblings having an argument. Both separated and moved away in different directions.
  • A very young female was very drunk and unable to stand up, her friends believe her drink may have been spiked, the street medics and police turned up and took control of the incident.
  • 18th New intake of students at the City Hearts complex, CPOs and other agencies were there to meet and greet them and families with an information stand.
  • A drunk male was checked and spoken to by the CPOs, this male has been in town the last few days, he was advised to move on and go home.
  • A Female was detained in a city safe store for shoplifting, added to DISC.
  • Two incidents of young people running around the roof tops of the Oxbode shops, the second group were caught and detained by CPOs. PCSO took them home and explained to the parents. Suitable advice given and no further action required.
  • 19th. Removed street beggars from public areas, they were becoming aggressive demanding for money.
  • A known individual that was wanted by the police was passed over, he was monitored until the police arrived and arrested him.
  • 20th Due to a mixture of teamwork between security guards and CPOs, also CCTV a very large number of stolen items were retrieved, a car was also confiscated by the police for no insurance.
  • Known person breached for breaking CBO, information recorded.
  • 21st Searched for missing persons who was passed over by CCTV. Checked all known areas.
  • A large group of street drinkers in Grey Friars were seen by CCTV to be taking drugs, CPOs were asked to disperse the group, and move them on from the graveyard area.
  • Spoke with and discussed an area for a group of gospel preachers/singers on Quay’s square. The group moved off from area due to local resident complaints of noise.
  • 22nd Welfare check carried out and a street link sent for that individual, all details passed to the correct agencies. Explained to male and made him aware of what was going to happen.
  • Reviewed a stores CCTV to try and identify an individual.
  • 23rd Spent a while on a welfare checks with a drunk male who has been causing some concerns regarding his drinking and sleeping in stores. He has been spoken to on several occasions now, this has also been reported to police.
  • Removed a male from a store who was refusing to leave, CPOs took him outside and assisted him with contact with the city mission people who took him off to a shelter.
  • A shoplifter located after running from the centre security, all goods retrieved and returned to the store.
  • Talked and occupied a young female who was hanging over the bridge link until the police team arrived and took over the incident.
  • 24th Statement packs put together for Op Solace team so that they can proceed with a court case.
  • A known male who has a court injunction banning him from town was seen on several occasions breaching injunction, also reported was a concern for his welfare. Police informed; CCTV monitored him.
  • A know person who is known to have mental health issues were a cause for concern whilst in town, a young girl requested that CPOs assist her looking after this lady. A paramedic was called, and they took her to GRH.
  • 25th Anti Vax parade was monitored by CPO and CCTV. No issues.
  • Welfare issue – sorted out a female who had taken tablets and was suffering a reaction, an ambulance was called, CPOs stayed with the female until the ambulance crew took her to GRH.
  • A fight between drinkers in Grey Friars was broken up by the CPOs, both individuals were given warnings and sent away from the area. Police CCTV informed.
  • 26th Assisted in preparations and control measures for the March through town parade for the Korea veterans.
  • A welfare incident was controlled by the CPOs, a female was having a breakdown after losing a patient who had died. The CPO spoke with the lady and managed to calm her down enough for the lady to go home and meet with family members.
  • 27th Members of the public have been complaining about the people riding bicycles and scooters at speed through the town centre, details were given to them on how to put in official complaints to the Council.
  • Spent time checking for a wanted individual, all areas that these persons frequent were checked.
  • Spoke with groups of youths who were causing issues around town. There was a fear that a fight was imminent, CPOs broke up these groups and sent them on their separate ways.
  • 28th Tasked by the BID manager to check certain areas, the information required was documented and pictures taken for fly tipping etc. All information collated and sent.
  • Welfare checks carried out and information passed to correct agencies for a homeless male.
  • The second team patrolled the Barton and Tredworth areas, engaging with storekeepers and the public, reports on some street drinkers was passed on to the police.
  • 29th Removed a street drinker who had fallen asleep in a shop doorway when the store wanted to open, no further issues.
  • The carparks were all checked on a regular basis due to large groups of youths causing ASB in them. Each group was spoken to and had the reasons explained to them for the patrols and public concerns.
  • Alerts from CCTV ref an individual that is wanted.
  • Removed groups of youths out of the car parks.
  • 30th Two teams were patrolling today, visits to Barton and Tredworth areas were carried out by one team. The stores and shops were visited, and the team engaged with the owners and members of the public. They also encountered some of the street drinkers in the area and made checks to see if there were any issues.
  • The city safe team covered all the city safe areas and spent time engaging with the store staff and members of the public, a busy time with tourists, answering questions and giving directions.
